7713 Tsutomu           Discovered 1995 Dec. 17 by T. Kobayashi at Oizumi.
Tsutomu Ishibashi (b. 1949), a Japanese amateur astronomer, has been using the same 0.1-m reflector to photograph Mars, Jupiter and Saturn since 1971 in order to maintain uniformity in the data contained in the images.
