Server IP Address Change (Horizons)

The JPL Solar System Dynamics group's "ssd.jpl.nasa.gov" server, including
the Horizons ephemeris system, was moved to a new machine with a new IP address
on 2019-Oct-22 at about 16:09 UTC (09:09 PDT).
    
This change propagated through the DNS system very quickly and should
be transparent to almost everyone and require no action.
    
However, those who connect (or poke holes through firewalls) with the
direct IP address (instead of domain name) for some reason will want
to change to the new 137.78.251.144, as the old one (128.149.23.134)
will go away in a day or so.

We are still ironing out a slight wrinkle involving institutional JPL
mail infrastructure support, so some percentage of users of the e-mail
interface might not get a response until this is resolved (hopefully soon).
