31363 Shulga           Discovered 1998 Nov. 14 by the Lowell Observatory Near-Earth Object Search at the Anderson Mesa Station.
Valery Mikhailovich Shulga (b. 1944) is a Ukrainian radio astronomer who specializes in radio physics, low-temperature physics, and quantum electronics. He initiated millimeter radioastronomy observing in Ukraine, and has developed microwave masers and high-sensitivity radio receivers.
